Organization profile

Every year, millions of people around the world go missing as a result of conflict, human rights abuses, disasters, organized crime, irregular migration, and other causes. This is a complex global challenge that can be tackled effectively through cross-cutting programs that address a variety of difficult, interconnected issues.

The International Commission on Missing Persons (ICMP) is the only international organization tasked exclusively to work on the issue of missing persons. It works with governments and other stakeholders, including families of the missing, to help them develop and maintain successful missing persons processes. To learn more about ICMP click here.

Position Background

Under the overall guidance and supervision of the Program Manager, the Government Relations Officer’s duties and responsibilities will include, but will not necessarily be limited to, the following:

  • Identifying and maintaining as appropriate relations with Mexican institutions, including relevant judicial institutions;
  • Implementing a system to monitor, research and analyze legal and policy developments related to the institutional framework related to the issue of missing persons; to review and evaluate legislative developments relating to missing persons, to identify gaps, and assist authorities as necessary in the development and implementation of recommendations;
  • Performing legal analysis related to the rights of families of the missing in Mexico and integrating such analysis to the programmatic development of work with institutions and civil society organization;
  • Participating in training and capacity-building activities organized by ICMP in order to assist Mexico in developing a comprehensive system to address the issue of missing persons, and related to the rights of families of the missing;
  • Providing support to and collaborating with legal professionals and with legislative initiatives by civil society organizations directly engaged in missing persons issues and assisting them in developing their professional capacities;
  • Drafting, translating, coordinating submission of and reviewing cooperation agreements, contracts and other legal documents of the Program;
  • Preparing presentation materials for Mexican institutions;
  • Preparing legal opinions, studies, briefs, reports, and correspondence;
  • Planning, organizing, attending, following-up, and reporting on meetings and events; and
  • Other duties as assigned.

Requirements

  • Minimum of Six years of relevant professional experience;
  • Education in Law, human rights or international law;
  • Sound knowledge of human rights and public law;
  • In-depth understanding of the rule of law and its application to the issue areas
  • Understanding of the institutional structure in Mexico related to missing persons, as well as Mexican criminal procedure and public administrative law;
  • Research skills with a legal background and understanding of the registration process in Mexico;
  • Proven ability to work effectively in a highly political environment and in an international environment;
  • Strong communication skills
  • Discretion, tact and professionalism;
  • Experience handling logistics and organizing events;
  • Detailed oriented and superb planning and project management skills.

Mandatory Requirements

  • Professional fluency in written and spoken English and Spanish,
  • Proficiency in Microsoft applications, including Word, Excel and Power Point
  • Proven ability to interact positively with colleagues regardless of culture, nationality or gender;
  • Ability to travel at short notice and to work flexible hours including weekends and evenings;
  • Commitment to the underlying objective of helping the authorities and families of the missing to account for missing persons in an impartial and transparent manner.
